Steam complains when i try to use the key for Part 2 because its missing a base game. How do i get the base game?

Hello. All you need to do is add Part 1 to your library first.

The problem is, without a key i wont be able to add the first part and i dont know where i can find the key for it, if there is any... My steam-region is being a bit difficult with me.
