That I do not know, but I finished the game and the only two spots I did not explore was the dive spots and the Final Cave. Those may be your best bets.
It is to be bought with coins in that little hut beside where the machines are. The person selling it is on the left, beside a person selling pokemon. Apoligies! I shouldve the hut attached to the casino.
Did you get your game level to max? You have to play the games in the Casino till you reach max game level, every level you reach new stuff is available to buy. In the casino, the guy on the far right keeps track of your level.
It is a bit of a process, but keep checking in the hut after ever game level increase. You may not have to get max, just to level one or two. Sorry, haven't done this in awhile, that is why I keep forgetting bits of the whole process.
Your welcome! Just to update, I just got to maximum level game rank and saw that the Protector became available for 2500 coins in the hut. I think it is level 2 it unlocks, but you can get to max just to be safe. Lol.
