did the strange noise sound like someone whistling? 
if yes then its an rare occasion
also there is no jumpscares in the game but there is many scary and spooky things....

what are you talking about is has scary sound effects in this game

scary sound effects are in the game (though i personally don't find them very scary), that's true, but if they remove all those sounds, areas like the superstructure, or a certain boss in the game (that i can't spoil, but one of its attacks relies on sound for the most part) are gonna be stupidly difficult to get through (or even outright impossible)
