Are you playing on the public or Patreon version? Some characters like Bella and their quest lines are Patreon exclusive. You can check the guide/walkthrough to see what characters or scenes are included in the Patreon version.
That is very strange, I'm not sure what the problem could be. The only thing I can think of is that maybe the monthly story events could be taking priority over the girl's schedule but I'm not sure since I've never encountered this problem before. I'm sorry I couldn't be of more help.
