why did you update every package but the arch linux one? the .pacman one?
they usually take a while to upload the arch package and the microsoft store thing update, for now try using the flatpak or just wait :/ hopefully they add it soon though

Can i install Cider using sudo pacman -U ./Cider-git-arch-x64.pacman?
Yes, but the .pacman package is currently out of date.
