Here’s an explanation of the situations you described:

1. The card “09032” does not have an ‘attack’ label, so playing it is not considered an attack. Card “16149” states “xxx with a single attack,” which means that condition is not met in this instance.

2. Card “16149” states, “After xxx deals 3 or more damage to the attached character.” This means it triggers when the damage dealt is 3 or more, regardless of how much damage the attached character has taken. In contrast, if it read “After the attached character took 3 or more damage,” it would only trigger when the attached character has received that amount of damage.
