To open the library you need to finish some events first.

This events starts at about 550 corruption with the tentacle scene and the ash call for halloween party next saturday.

On Saturday do 2 daytimes something, then you need to go to city map view.

At afternoon (3. daytime) click the dorm to start the party. If it don´t work, enter and leave a building first.
