I found that there are two windows compatible downloads. If one does not work try the other, this worked for me when one would stop downloading at 14%, hope this helps.
definitely CLICK THE "DOWNLOAD NOT STARTING" on the bottom right of the text box, the original link keep failing.. use alternate link and it work flawlessly
