If I buy a Pascal-based Nvidia card, (not Turing) and downgrade from Cuda v.10 to v.9, will this run faster?

Please let me know, I'm running out of time to return the new Turing 1660 I just bought. I can get a 1650 that's Pascal-based.

Somebody tells me MAYBE calculating GPU is better?  Because the GPU is not output the video but render a video. And I think the GPU memory size is a point of the rendering speed. Now I'm looking for Titan X 2015 or 1080 Ti. They have more than 10 Gigs! if this application is more emphasis on computational performance, what about K80? 24Gigs memory size!
