Program does not start on win 10

Hello. Could you help me? I dowloaded the 1,6 version and unziped it to a folder. Now i presume I should run Pixel FX Designer.exe.

But when I do nothing happens. No error mesage, nothing. Any ideas?

Have you checked permissions? Have tried Run as administrator?

I did. It didnt work. In the end I managed to get it started when I let windows autoset compatibility setings. But it is weird.
