The game that I wanted to make for the jam maybe was too big and I didn't have time to completely finish it, so it only has 2 short levels, a single boss and no proper ending. Is it still a valid submission for the Jam?

That's totally valid, learning to scope is part of the stuff you learn during gamejams!
