Not technically making the game, but fleshing out the concept of the game.  

This is allowed, but keep in mind that the jam will have a theme that will not be announced until the start of the jam. You can start planning what kind of characters and setting you would like, but be careful not to plan too specifically because the theme then may render your work useless.
