- I love this work: Very clear proposal that takes from something that has already succeeded. I would love to see a historical perspective on what prompted the EIA to happen, since the 80s were fast-paced on the massive risks from environmental disuse. There might've been negative effects e.g. with bird population impacts of off-shore wind farms that might've been highlighted more but with AI, it seems like a great idea to be even more adverse to aggressive implementation in all aspects of society without these assessments. I'd really love to see this published in one form or another with the collaboration of an existing institution. I can imagine that Siméon Campos might be interested in collaboration on this, with his new role in certifications.

Judge feedback: Very well written and well researched. Emphasis on preemptive risk assessment is definitely need and a key contribution of this work
This is a nicely written proposal that was interesting to read. I like the emphasis on prevention rather than reaction. It does not seem to me that it directly targets "pausing/slowing down the progress of AGI" though. It is true that implementing this proposal would indirectly slow down the progress due to administrative overhead, but it doesn't attempt to address issue directly. In fact, slowing down is even mentioned in "considerations" almost as a downside.
