Will there be a certain theme to base our games on (besides having to make it have an animal playable character)?

What is to stop people from starting making their games now?

It is completely free-form except for the stipulations outlined so no theme other than that. What's to stop them is integrity I guess. It's all for fun anyway. they're only cheating themselves
