You cause chaos by making two(2) groups of people fight so you make profit.
Did you write all the code yourself and made all the assets from scratch?
All code and graphics I made. 2 sound effects, button click and police siren(space engine) are from Kenney.

Hard to figure out the objective, but was an interesting experience. I called the cop cars too late!

I think it's definitely on theme, I had also thought, "What's a fun way to reward players for causing chaos in an otherwise non-chaotic environment."
I think that's the first "let's encourage citizen violence" game I ever played! Interesting concept.
