Is it still aganst the rules to inclide a Google Drive link to the improved version in the game desciption with something like "this version of the game does not take part in the Jam"?

I think that for rating the game won't be able to get rates, as it is not part of the jam. But, you could upload the update after the jam, that way anyone who wants to play can get an improved version.
