should we not work on games where the creator has described them or themed them with a title ?

No, from my understanding theres no rules against it.

I think its important to write a description for your game, specially if you dont make a playable webVersion of your game because if you dont make a description, how am i supposed to know what the project gonna work on is about?

you're not necessarily supposed to know, you're supposed to pick it up and figure it out. I don't know how well that fits a jam of course because you have to pick something... but there are projects that list themes and even ideas of what to do next, and I don't think those are within the spirit of the jam... so I ask. No one wants to get a project disqualified because a previous entrant did something.

I interpret it as “Don’t explain what the game is or what it could be”.

I’m leaving comments in my coe explaining how certain things work and why, but not with the intention of guiding the paths of future devs, just as a way to say “I made this relatively complex thing and it’s important that you know how it works if you’re going to make something with it”.

I don’t think that’s against the spirit of the jam. I have a few hours before I need to worry about that, though.
