Use of custom assets that doesn't affect gameplay

So I have some doubts about asset use, can I use custom skybox and materials for particle systems?

You cannot use custom textures or models. You can use any shader based solutions though, if you are using Unity there is a "procedural skybox" shader for example. You can also try to create a texture using a shader and apply that shader to your particle system or skybox.
