Is it possible to update the game while the voting is on, or just wait until it ends?
Just minor bugfixes and sound updates, not some new features.

I'd recommend waiting until judging ends until you upload new builds. If it's something major preventing people from playing, I'd say go for it - just leave a note on the submission page mentioning the changes you made. That said, nobody's judging the code, so feel free to keep the GitHub repository with the latest bug fixes, sounds updates, new features, etc. :)
