Absolutely! I would recommend making it clear in the itch.io page / GitHub README if there are any hardware/software limitations, and/or document any manual build instructions.
Related: I have noticed that submissions that are widely playable - either in a browser, or on multiple platforms - tend to get more votes in Game Off (and other game jams). That said, I don't think that should be a deterrent! :)
