How much attention do games, not made in the Jam's timeframe, receive?

Will games that follow the jamly theme be the ones that get featured?

Honor system. Making sure all the source code is on GitHub (and checking the timestamps). Also, googling a game's title and checking a creator's accounts, if it comes to that.

I dunno, check out last year's top-rated games. The theme last year was "Moonshot" - are there any higher-rated games that you suspect of being premade, or ignoring the theme?
