I plan to use the Replit IDE (Home - Replit) to make my game. 

The game will be developed and can be played in a web browser just by clicking the link to the game.

So, I am asking if I am allowed to use the Replit IDE for this game jam?

Sure, as long as the web game can be played in a browser thru Itch, then it will be a valid entry.
