Jo, i am a little bit confused because of the submission rules. While I was looking through the submitted games there were a lot made with Unity or other engines. So is the only HTML5 part just a recommandation and if not, do I have to care about that if I want to rate a game or give a feedback. How do you handle this?

In the rules of the Jam you'll find an info that anything that can be played in a browser can be considered a valid entry. You could've used only JavaScript, HTML and CSS, but exporting from Unity or Unreal is also ok, as long as "Play in browser" platform is selected.
