So i've just finished my exams and now i'm free to make a game for the game jam tho i'm still a beginner and the game would be of a bad quality (considering the remaining time+ my 0 experience with game jams) , can i still make one, submit it and  get a free course?

You can, but it will have to be a very small, quick game. This is especially true if you have no idea what to make.  If you already have a Gamedevtv course, you may have to basically copy/paste one of the games, make some visual changes, or change one of the mechanics. I spent 4 days on my game, and I feel that half of that time went to looking for the right assets and figuring out my idea. If you start now, you could maybe get it done?
