Can I make an intro cut scene for a game that does not exists yet but that I plan to make in the future ?

yep   all the skittle specials' rules are as-is with no changes or exceptions after theyre set, so if you want to do that, thats completely allowed
finding loopholes in the rules might also be a fun challenge
