I have a decent backlogs of games that I put a decent amount of work in, but never got released.  Are those games allowed to be submitted in this jam?

Yes, you can, it's within the spirit of the jam. If you have any public posting of it (release/ public repo) be sure to to link it in the submission form but it's not mandatory.
