Are "sets of instructions" submissions allowed?

The jam is, obviouslly, based around Hangman, and the deconstruction of it. Is it acceptable to submit a game that is just a set of instructions on how to play it?

Let me explain myself better

Hangman and rock-papper-scizzors aren't a game that needs anything to play it, like a video game or board game. All it takes is for you to know how to play it. Basically, can you submit a pen-and-paper game? Most itchio jams are video games, some are board or card games, but not many are pen-and-paper games, so I'm asking.

cootie catcher, mysterious invitation, PhD paper, homebrew trading card, hop-scotch setting, naming ceremony, Troika background, gamefaqs walkthrough, other things, these are games.

(also, if you submit a literal 36,000 word gamefaqs walkthrough on hangman, i might die, but it would be in the best way.)
