Awww... I wish there would be a Devlog or article explaing what you are aiming to do with your tool for non-insiders :-( It sounds vaguely interesting, when I imaging that I can "transfer" my game onto a physical cartdrige which I can then push into my Sega console (but a ROM suggests it is Read-Only, so I can't really wrap my head around this). Btw, there is a great vid about the invention of the cartridge, which I want to share with you.
So I am not sure if this is the goal you have in mind. In another Jam I made a virtual console, which simulates loading game configs via cartridges - this was a lot of fun to do. If you want to check it out, you can find it here: https://humane-tiger.itch.io/robo-8
Yes, you can either run the ROM on a Sega Master System emulator, or run it on a real Master System if you have a compatible flashcart.
