My project files are on an old laptop that I lost the charger for. Can I completely redo the code and assets as long as it's an improvement on my project?

Does a boat stay the same boat if you replace all of it's components? In my opinion, yes, if you stick to the same building instructions. Now all the philosophy aside I think you will be fine as long as you write a devlog :)
