This was fun and enjoyable.
Others have suggested you take out the jump scares - and that may be good advice. It depends on what you are trying to achieve.
However, this is one of the few games from the jam that made me recoil a bit because I wasn't expecting the loud noise and sudden activity.
I think overusing jump scares may pose a problem but I wouldn't say taking them out entirely is your only option.
Balancing jump scares and "creeper" / "stalker" mechanics as others have suggested is also a viable route for you to pursue.
I enjoyed the overall setting and it was a fun experience.

Great job for a first game! I really enjoy the graphics. Seeing the mountains silhouettes in the distance is really cool. Kinda had a silent hilly feel for me.
For suggestions, I would say some sound effects (maybe just echoing steps or breathing) could really help the creepiness. Also I agree with Kenneth that I don't think you need jump scares for this one, the atmosphere is carrying the experience. If you wanted to keep something explicitly unsettling, maybe have the guy that chases you just follow slowly at a distance and watch you. He stops when you stop, so he's always at the edge of your vision, but always watching.
The only big downside for me was some of the audio volume. Some of those jump scare sounds could really damage some ears, you'll want to make sure they're balanced a bit better.

I liked the visuals of this, and the music fit. The UI is nice and simple. I wasn’t sure what the phone did or if I could interact with it. I saw some other comments that said this, but yeah I would try and avoid the jumpscare route. Building up the atmosphere in this game would make it a lot scarier I think.
Players don’t necessarily need to see a monster, but just feel like it could show up at anytime. Try to take out all the jumpscares and have someone else play it in front of you. If they keep looking behind them in the game, you’ve built some atmosphere just by having cool visuals. Maybe try adding some rustling noises here and there. These are just ideas, hope that all makes sense.
