Desired genre is fantasy, but does edge/end of medieval era fantasy still count for your purposes, or do we have to stick to straight medieval fantasy?

It does not have to be strictly medieval error, just not modern.

By not modern does that mean no future things like Cars, lights, flashlights etc?  Are we allowed to use premade maps or do we have to make them from scratch. I know RPG maker software comes with a wide range of prebuilt maps for people to mess around in. 

Correct.  Cars, lights, flashlights, etc., are not allowed.
