Another .rar file I don't understand how to unzip.... if I can play on WebGL or different download let me know

Better use WinRar to unzip
Really worth using zip here as both Windows and OSX unpack these out of the box, WinRAR a paid proprietary program not everyone has or has heard of.
I'm getting an error when I try to unzip this:
