I can't decide!

Can anybody help me out? I have several ideas but I don't think I would be able to make them because of their scope. Please give me your feedback on the ideas below:

•Tiny Pirate - A game where you are the captain of a small boat and have to battle much bigger ships with cannons and everything. But because of the small boat size, it can move more freely. your boat has a big bridge that can be dropped and attached to other ships so you can fight them. (I haven't planned further)

•FISH - In this game, you control a bunch of tiny fishes to defeat larger animals like whales or sharks. (This is how far I got before realizing it's too hard for 3 days, Please suggest ideas on how this idea can be simplified)

•The smallest of the bunch - You take care of a small plant in a forest of gigantic trees. You have to get light in creative ways in different levels. for example, in one level you might need to reflect the little sunlight using mirrors. but I dont have any ideas for any other mechanics other than the mirror

I actually liked your idea with FISH. Maybe you could have an objective to reach like use the smallest number of fish to defeat the larger animals. Use different combinations of smaller fish, each with different abilities. 

Hey! thanks for replying. I kind of have an idea now; I'm making a rouge-like. The interpretation o the limitation is through the story: You've almost finished yourpuzzle but the smallest piece is missing. so you go to the basement to find it, where you encouter enemies or maybe even bosses
