For some reason you can in html2 or 3 or stuff.but u have to save the scratch project to ur computer then import it to the html AND THEN U DOWNLOAD THE HTMLFIED FILE AGAIN...simple right?
I used turbowarp, it is allowed.
but no extensions
it has to be compatible with scratch.
