I hope you're potentially willing to be a little forgiving on some of the rules. Some of them seem very specific. Hopefully making a game using the NES pallette and making it look and act as if it was a real NES game is good enough?

Yeah most likely, I'm probably just gonna make an "NES accuracy" section for voting instead of making absolutely everything required.

It may seem a dumb question, but is there a file size limit other than the itch one? and for the number of player-enemies sprites?

Size doesn't really matter, and for the sprites, just make sure to not have more than 256 unique ones on screen

are we allowed to scale sprites, use particles and shaders?

Yes, as long as it (for the most part) follows NES limitations.
