Confusion on leaderboard requirements

Hello! I read on the rules, "All games should include a small timer and leaderboard (offline or online)." What is an "offline leaderboard"? Is it a leaderboard that only tracks your time or what?

maybe it records the time you take in every attempt and store it offline?

It is the same as an online leaderboard but only shows the times done locally on your computer (if you do 3 attempts it will show only them on the leaderboard not all the scores of everyone that plays the game)
