Can you use Scratch as an engine?

This is my first game jam, and as of right now, I only know how to use Scratch. No I do not know how to use anything else.

There's no any restrictions, and it's write "All engines/frameworks are allowed (Unity, Unreal, custom engines, etc)", so yes.

I think you can only convert scratch2 (sb2) files into an .app or .exe format

yeah i have a website that can convert sb3 to html
