Are there restrictions on the engine?

So, we all know that stuff like unity, gamemaker, rpgmaker, etc. are all commonly used for these game jams. But are there restrictions on the certain engines we can use? Specifically (for me), are engines made to romhack certain games used to create a mostly original game allowed for the jam? Because I had a specific fire emblem hack project in mind that I've been wanting to get over with for ages now.

No restrictions at all, have fun! Join our Discord, too! Would love to see updates on this! :D

Is it only for video games, or can we do TTRPGs/physical games as well?

Good, because my submission is just plain HTML and very simple JS with no CSS at all.
