Hi all! Excited to be a part of the community! I had a question about music submissions during jams. I realize everyone is working to create a game, but where would I fit? For example, there is a horror game jam approaching and I have some tracks that could fit with a character running away from danger.  Am I free to submit them, get feedback/revision requests/etc.?

Find a team that is looking for music and see if they are interested. However, usually the way it works is that it will depend on the game and as a composer for a team you will be expected to provide all the music needed. So, pre made stuff won't cut it.
