Hi, I created a Tabletop game all around creating creatures, with much of my inspiration coming from speculative evolution. I did it in a month, just not this month! Is it okay to include it in the jam or not?

Since this was created before the jam started, I don't think it works in the rules of this jam. So therefore it is not possible to send this product.

Therefore the answer to your question is yes - it pretty much has to.

But since there is nothing written about it.. then it's fine (but it wouldn't be the next time if there was a next time) and it's possible to confirm this.

After all, the jam is just for fun
