Does the 2-minute limit apply to the entire game or just the gameplay?

I've been working on a game from this jam an I ran into this issue: the gameplay part will last 2 minutes, but there's a textbox cutscene with the local white-mask cliche before.


As I said in the title, does a cutscene count for the 2-minute limit or just the parts with active gameplay? 

If it's the later, what would be the ideal length of the gameplay part? It's really hard to tell how much time this cutscene lasts since it's going to depend on the player's reading speed.

We discuss this topic on Discord today and the consensus was that the gameplay must be within the 2-minute timeframe, so you can have a small amount of cutscenes before or after, but keep it minimal though!

How can you enforce the player to finish the game in 2 minutes? What if you have an objective and the player won't approach it?
