I'm working on a project and I'm quite sure I'll finish it in a week or so in its original language (spanish). But I'm not so sure I could have the translation ready for the deadline. I know it's common sense that games should have a english version for a jam like this, but it's mandatory?

Having it in Spanish is absolutely fine. We actually have a Spanish speaking member of the moderation team as well.
