hello! i'm not entirely too sure, but i think it is! since it falls under the "anything 2d/3d" category of game format that yanjam allows. i could be wrong though, please feel free to correct me if i am! ^^
it's allowed. a lot of people just make visual novels, but making rpg maker games is just fine! i think at least one person did an RPG maker game last year.
