There's a bug with my game, can I fix it or will that remove it from the submissions?

There's a small bug with the game I made. It's an easy fix but it's stopping people from getting to the last level. If I fix it and upload a new binary will I be excluded from the submissions?

I've seen one game where they've uploaded a second file with the fixed version (so the original Jam version is still there), but it would be good to get an official statement on it.

That's a good idea. I will add another build with a fix. I know you can't add more features but would like an official statement on bug fixes.

I had a similar issue, people are uploading small fixes post jam. In the sense of fairness everyone is prefixing their new files with "Post Game Jam" etc. Along with a devlog explaining what's changed. which I think is a good way about it. It doesn't void your submission.
