We are sorry for the confusion that the current level of information has created.

To be clear, Kadokawa will not be taking control of your game away from you!

The condition is that, for titles to be considered a winner, you will agree to sign a publishing agreement that allows Kadokawa to publish the game on your behalf.
That agreement will include licensing for making things like a comics version or produce merchandise.

Kadokawa will not be taking your copyrights or trademarks from you: your game is still your game, and the contract will include revenue sharing terms.

And Kadokawa will be sure to confer with the winner when they have a plan for something, and will not be taking unapproved actions.

We will be acting as fair and responsible partners for whoever wins.

Does this mean that, after the contest is over, if the winning submission's creator wanted to publish their game on other distribution platforms (not including Nintendo's Switch eShop) such as Steam, GoG, Epic, Humble, (etc.), they would be able to do so without interference from Kadokawa or AGM? Or, if this is about giving Kadokawa exclusive publishing rights for all platforms, does this also extend to potential sequels and/or spinoff concepts?

Then remove the original claim from your website because your post here contradicts what your original claim on the jam page says. Words have legal consequences so you asking people to agree to contract and then saying in a comment "don't worry sign here we are not as scummy as it sounds" is not good enough.
