She's in Last beacon, you can read the locked character descriptions to find them easier. You should be able to wander around in the Last Beacon streets to start her quest line.
Hi can you help me, I'm also stuck, im unable to find emma. Right in the beginning. When I explore the last beacon it tells me i need to train more. But i cant train more without leveling emma.
I also cant progress on Azaleas story which is the hint for unlocking
