Buy it from his upgrade menu. He's the guy close to a bunch of boxes and crates in the camp.
There's no direct "camp upgrade". You can add traders, improve their wares, and improve your home from the tent. The camp itself will change with the main quest progress. If you are asking about the last update, the main quest requires the home upgrade.
