I'm really sorry to hear that. I'll try testing this problem with some friends to see if there's something wrong, we recently revamped the rules channel so there might be some issues with the bot. In theory, just clicking the arrow reaction once should be good enough. I'll reply to this message once we've figured it out.
One thing I should ask is: have you verified your phone number through your Discord account? If you haven't, that may be the reason why you can't react to the message. A friend of mine tried joining the server, and it wouldn't let him until he verified his phone number. Could be due to the server being a "community server" or something, not sure.
