Do you have any relevant hint with the spoilers (activate the button and hover over the event you're trying to trigger)?

Now I know what the Spoilers are for :). But the spoiler does not say much, except that it will happen between 0800-2000 if MC is not on a date and Alexis is visible on the map. But this has happened so many time in the 23 game days but no call. And there is no way to call the PI, who should have called back in 3 days.

There's probably something else.
I can see you're not playing with the ingame cheats.
Save your current game, activate cheats, misc, activate cryptic spoilers, check again the spoilers for the event.

Thanks for the tip on the spoilers, now I use them every time I am stuck. The challenge with the this Alexis PI part is that the phone does not show any link/button to call the PI and he just does not call back and the spoilers aren't helping here.
