The program is called Spine 2d, apparently it’s a somewhat popular animation program.

Anyway, thanks, I dabbled a little in flash back in the day, but when it died I wasn't quite sure what replaced it. Using HTML5 for short animations like that looks complicated...
Flash is making a decent comeback with Ruffle.
